What is a private foreign exchange agreement?

Why are people and companies engaging in private foreign exchange agreements? Why would you use an individual or a company to change large sums of e.g. US dollars against Euros? Why are people willing to pay a large commission (8-9%) to have their money exchanged rather than simply using a bank?

I can't tell you that.
